The Town Clerk is responsible for Town records, public inspection of records, monthly reports to the Council, Council and Board and Commission minutes, website construction/maintenance, contracts, facility rentals, ordinances, resolutions and library services. The Town Clerk also functions as the Elections Officer for the Town. This department provides the staff liaisons for the Heritage Conservancy Board and the Library Advisory Board.
ELECTION NEWS Town of Clarkdale 2010 Town Council Candidate Packets Available
The Town of Clarkdale will hold a Primary Election on March 9, 2010. Two Councilmember seats will be on the ballot, both of which hold four year terms.
Candidate Packets are available Monday through Thursday between the hours of 8:00 AM and 5:30 PM at the Town Hall located at 39 N Ninth Street, Clarkdale. Candidates must file a Political Committee Statement of Organization or a $500 Threshold Exemption Statement with the Town Clerk before receiving or expending money, circulating Nomination Petitions, or distributing campaign literature. Completed packets must be returned to the Town Clerk between November 9, 2009 and December 9, 2009.
Any candidate who receives a majority of all the ballots cast in the Primary Election shall be declared to be elected. If there are seats which are not filled at the Primary Election, a General Election will be held on May 18, 2010.
Councilmembers-Elect will take office at the Regular Council Meeting on June 8, 2010. Clarkdale's regular elections are held on even numbered years with a Primary election in March and the General election in May. The next election is March 9, 2010. Clarkdale has held all Vote by Mail elections since March 2000, which must be approved each election year by the Council. In Vote by Mail elections every voter is mailed a ballot. There are NO polling places, however, persons who spoil or lose their ballot, or who do not receive a ballot may contact the Town Clerk for a replacement.
Home Rule Option (Alternative Expenditure Limitation)
In 1980, Arizona voters approved a tax reform package that, among other things, placed an expenditure limitation on cities and towns. However, this legislation allowed local voters in cities and towns to approve an exception to the state imposed expenditure limitation. Under a state imposed expenditure limitation, a city or town may only expend a certain amount of funds, regardless of the city or town's revenue or individual needs. The city or town's budget is limited by the state-imposed ceiling.
Under the Alternative Expenditure Limitation (Home Rule Option) the city or town may determine its own expenditures based on their city or town budget. With voter approval, the Town shall be limited to the expenditure of estimated available revenues, whether such expenditures are less than, or more than, the state imposed limit.
For cities and towns to use the Home Rule Option, the voters must approve the Option on a ballot. The Home Rule Option, to continue, must be passed by the voters every four years. The Town of Clarkdale voters have approved the Home Rule Option every four years since 1980, therefore the Town currently operates under the Home Rule Option. If voters approve, the additional expenditure authority will continue to be used for all local budgetary purposes, including emergency services, municipal utilities, parks/historic preservation, cemetery, streets, grants/other funds and other government services. Revenues received from federal, state and local sources will be used to fund such expenditures (the town property tax is limited to the amount prescribed in the Arizona State Constitution.)
The Town of Clarkdale will hold Public Hearings on October 13th at 6:00 PM and October 27th at 3:00 PM to take public comment regarding the Home Rule Option. Both public hearings will be located at the Clark Memorial Clubhouse, Men’s Lounge, 19 N. Ninth Street, Clarkdale, AZ. After receiving public comment, the Town Council will decide if the Home Rule Option question should go on the March 9, 2010 ballot.
